    Enugu’s New Haier Factory is a Replica of China’s Shenzhen Model

    What does Enugu’s New Haier factory have in common with the famous Shenzhen city in China?

    Two things: ICT manufacturing and Foreign Direct Investment (FDI). The mighty Shenzhen City in China started with a little FDI from Hong Kong/Western Countries and favourable economic policies from the Chinese government of Deng Xiaoping.

    Back in Nigeria, the Mbah administration is knowingly or unknowingly following the economic blueprint that created the world’s biggest ICT powerhouse.

    The Enugu state government, in partnership with the Chinese conglomerate Haier Group, has secured $20 million in Foreign Direct Investment for a factory that will spearhead all forms of manufacturing and technology incubation in the state.

    The factory inaugurated by the governor of Enugu state, Peter Mbah, is designed to manufacture 200,000 units of diverse products annually. The project follows a new ideology by the current administration known as the ” Made in Enugu” ideology, a replica of the global “Made in China” brand.

    During his inaugural speech, Mbah made two clear points. Enugu state is finally ready to join the list of Tech manufacturers graduating from jurisdictions that merely consume Technology.

    He also made it clear that Enugu is forcefully repositioning itself as a premier destination for global investments. To people familiar with the Enugu community, the idea of the state floating a factory that can manufacture laptops, mobile phones, and even medical equipment feels like a stretch.

    For much of its existence, Enugu has remained an administrative and educational area. This stems from its role as the administrative capital of the old Eastern Region. Enugu had businesses for sure, but they weren’t the main character. Office jobs, Academia and Civil service jobs were the mainstay in Enugu for a very long time.

    The business community was minimal, and the number of Small and medium enterprises was quite small compared to other eastern states like Anambra and Abia.

    The attempt to delve into high-tech manufacturing is very bold, capable of driving a shift in the kinds of people who migrate to Enugu and deeply changing its demographics.

    Mbah’s Attempt to Jump-Start Enugu’s Manufacturing Sector with Haier Factory

    The new Haier Factory in Enugu is purely a manufacturing project focused on ICT, Energy, Agricuture and Research. At the moment, only an arm of these focus areas is in place.

    The ICT manufacturing arm is the factory’s current core operation. To jump-start the venture, the state government acted as the anchor off-taker, placing an order for over 325,000 devices. The factory will manufacture

    • Smartphones and Tablets: Production of mobile devices for local and national markets.
    • Laptops and All-in-One Desktops: Specifically for the state’s 260 Smart Green Schools.
    • Education Tech: Smart boards and interactive learning tools for digitised classrooms.
    • Android Televisions: Consumer-grade smart TVs.

    The two other arms, which include the manufacture of products in renewable energy, agriculture and mining, health, and a research arm, are still in process and will be completed in due time.

    Like the first companies to set up in Shenzhen, the Haier factory in the heart of Enugu’s capital city serves as a catalyst to jumpstart the state’s manufacturing sector.

    A Youth Focused Development Strategy

    The smart-themed initiatives driven by the MBAH administration reflect his recognition of the youth demographic in his state. Already, the presence of key educational institutions in Enugu adds to its youth base. The Haier factory aims to upskill and provide job opportunities for youths in the state. The nature of the roles available in the factory also demands that youths get in tune with global skills. This is an upgrade from their basic education.

    Enugu’s youth population is overly represented in its tech community. The ICT manufacturing in the new Haier factory will leverage an already existing technology-inclined youth base.

    The new factory has a research and development department committed to ideas and data. This field is also optimised for a youthful audience and would most likely drive the project’s educational arm.

    Enugu’s bold pivot to manufacturing adds to existing efforts to position itself as an urban centre. Hosting National events like the Annual General Meeting of the Nigerian Bar Association and NAFEST 2025.

    The state aims to become a destination of choice for MICE events. This will boost its local economy and reinforce its status as a regional leader.

    The Chinese are known globally for manufacturing at scale. Their open involvement with the Haier factory project increases Enugu’s chances of recreating the Shenzhen miracle deep in the eastern region of Nigeria.
